Wanted for three counts of threats of violence by gang member to solicit membership

Update: 06/23/2011 - Richland County Sheriff Leon Lott announced the arrest of Timothy A. Kinlaw (DOB 8-17-84) on three counts of use of threats of violence by a gang member to solicit membership or prevent withdrawal; and three counts of contributing to the delinquency of a minor.

At 9:30 PM on Wednesday, June 22, 2011 the Richland County Sheriff’s Department Fugitive Task Force arrested Kinlaw  without incident at a relative's house located at 3021 Howell Court (Palmetto Terrace Apartments) Columbia, SC. Tips to Crimestoppers assisted law enforcement in capturing Kinlaw.    

Kinlaw has been transported to the Alvin S. Glenn Detention Center.


Richland County Sheriff Leon Lott is asking for the community’s assistance in locating Timothy A. Kinlaw (DOB 8-17-84) on three counts of use of threats of violence by a gang member to solicit membership or prevent withdrawal; and three counts of contributing to the delinquency of a minor.

Kinlaw, a self admitted gang member, harassed the victims regularly about joining his gang and after several refusals informed them that they did not have a choice and were now members of his gang -- saying that if they didn’t follow the rules he and fellow gang members would conduct drive by shootings at their homes and assault them and their family members. The Sheriff added that Kinlaw also coerced three juveniles into breaking into multiple vehicles, in order for them to gain rank within the gang, by using threats of violence.

Sheriff Lott stated that gangs will not be tolerated nor will the recruitment and threatening of any citizen. The Sheriff added that our children need to know they have the support and protection of the Sheriff’s Department and community when they make the right decision to stay out of a gang.
