The Crime Scene / Latent Section are a branch of the Criminal Investigation Division.  It is made up of an eleven-member team of sworn Officers which includes one Lieutenant, one Sergeant and nine Forensic Investigators.  Two administrative personnel are also assigned to the unit.  The responsibilities of this Section are to document, photograph, preserve and process all evidence related to any type of crime in Richland County as well as interpret the results of processing for the Case Investigators, the prosecutors and the juries.  The Section will handle the Forensic portion of the investigation from their first arrival at the scene of the crime all the way through to providing expert testimony at trial.

The Forensic Crime Scene Section also provides a variety of specialized services to the Richland County Sheriff’s Department and other local agencies.

Latent fingerprints remain a foundation in the field of Forensics.  Numerous powders, light sources, techniques and chemicals are used to develop and preserve latent fingerprints left at the scene of a crime and objects handled by suspects.  Once the latent print is developed and preserved, it is entered into the Automated Fingerprint Identification System (AFIS), which searches state records for a match.  The Richland County Sheriff’s Department has an in-house AFIS terminal, which is available for use by surrounding agencies.  This system is also one of the tools used in identification of human remains as a service to the Richland County Coroner’s Office.

Crime Scene Reconstruction includes a variety of Forensic specialties like photography, blood pattern analysis, shoe and tire impression analysis, latent print development and bullet trajectory analysis.  These various skills are applied to the physical evidence present to determine if the evidence matches the version of the events provided by victims, suspects and witnesses.

Effective January 1, 2009 members of the laboratory will be available to fingerprint civilians from 1:00pm to 5:00pm on Mondays and 8:30am to 12:30pm on Wednesdays. There is a fee of $10.00 for each person fingerprinted in order to cover our cost. This fee must be paid in cash.
