What is Codes Enforcement?

Code Enforcement is a service provided by Richland County Sheriff's Department to ensure compliance with County Ordinance. While providing for overall health, safety and welfare of the community, Code Enforcement's focus is to maintain community standards.

What We Enforce

Unlicensed Vehicles - Abandoned, junked, wrecked or non-operating vehicles. Any vehicle that cannot be legally driven on the street is considered an inoperative vehicle. The vehicle must have a visible displayed current license plate as well as operational.
Overgrown Lots - A lot or yard is considered overgrown when weeds and rank vegetation is allowed to grow to a height of two (2) feet and stand upon any lot or parcel of land in a developed residential area within the County. Overgrowth may also involve trees and vines that are exceeding ten (10) feet in length.
Commercial Vehicles - A vehicle that has a load capacity in a excess of one ton, provided that this section shall not apply to vehicles making deliveries or pick up within any subdivision while actually engaged in loading or unloading operations.

How are complaints received?

Code Enforcement responds to complaints from citizens, peer-to-peer groups and other agencies. Systematic inspections are also performed throughout the County in an effort to keep developing situations from becoming worse. An individual can register a complaint by calling the Richland County Ombudsman's Office at (803) 929-6000 or Code Enforcement at (803) 576-1864. You are not required to give your name or provide any other personal information.

How are complaints handled?

A Code Enforcement Officer is assigned to investigate a complaint for its validity. Once this is established a violation letter is posted on the homeowner's door. The property owner then has TEN (10) DAYS from the date of notification to correct the problem. Complaints are logged into Code Enforcement's database and rechecked after the TEN (10) DAY period. Property owners should contact the Code Enforcement Officer upon executive of the violation letter.
Extensions are granted on a case-by-case basis. Non-compliance results in a citation being issued, in addition to a court appearance.
